The mission of the Juneau County Tobacco Free Coalition is to support the efforts of the Department of Health and Family Services by aggressively working to eliminate the dangers of tobacco use and exposure through partnerships with our community members.Goal and Objectives
PRIORITY AREA #1: Reduce Youth Initiation Juneau County Long Term Outcome: By 12/31/09, Juneau County will see a significant decrease in tobacco use among youth. Related Wisconsin Tobacco Prevention & Control Plan Goal(s): By 2010, tobacco use among Wisconsin youth 11-17 will decline by 25% Year One Objective(s): By 12/31/2007, the JCTFC will begin and strengthen current tobacco prevention programs (FACT, Youth Peer Education, & NOT) in Juneau County. Strategies/Activities: Assess tobacco prevention programs in each of the Juneau County School Districts, to include, smoking polices, cessation services, and FACT Establish appropriate relationships with school district staff, student council and faculty at identified school districts Determine school district readiness for tobacco prevention programs for FACT, Youth Peer Education, and NOT. Establish in the Mauston School District sustainable FACT and Youth Peer Education programs. Establish student grant writing opportunities in Juneau County associated with DPI and FACT Provide funding for school district staff or community member trainings on TATU/FACT/NOT in identified school districts. Develop and implement an educational awareness program regarding the dangers of chew tobacco. Develop and implement an educational awareness program regarding the dangers of chew tobacco. * Rationale: Juneau County high school smoking rate, according to the Burden of Tobacco, 2002 is 33% and in 2006 it has dropped to 21%. Middle school smoking rate in 2002 was 9% and in 2006 8% Coalition members need to establish, build and/or participate in a school district programs to increase exposure to prevention and strengthen partnerships. Tobacco Use and Exposure was identified by Juneau County residents as one of three top priorities they wanted Juneau County Public Health to address. PRIORITY AREA #2: Treating Tobacco Addiction Juneau County Long Term Outcome By 12/31/09, all Juneau County residents who wish to quit smoking will have cessation services and resources available to them. Related : Healthiest Wisconsin 2010 Goal(s) By 2010 reduce tobacco use in Wisconsin adults and young adults (18-24) by 20% Year One Objective(s): By 12/31/07, Healthcare providers will continue their role in promoting cessation services and refer individuals to the appropriate services. Strategies/Activities: Juneau County healthcare providers will continue to inquire of patients smoking habits and promote cessation to those who use tobacco products. First Breath will continue to be offered countywide as a free cessation service to all pregnant women who smoke. Continue client referrals in WIC to the First Breath Program. Continue to engage CTRI with assisting providers with implementation of Clinical Practice Guidelines Begin protocols and trainings to implement NOT tobacco cessation programs for teens. Create and implement workshops, presentations and trainings as appropriate. Market cessation resources, to include the Quit Line. Continue Smoke Free Homes Campaign within WIC and within other agencies serving children and families Year Two Objective(s): By 12/31/08, Healthcare providers will continue their role in promoting cessation services and refer individuals to the appropriate services. Continue Smoke Free Homes Campaign within WIC and within other agencies serving children and families * Rationale: According to the Burden of Tobacco, 22% of adults in Juneau County smoke According to the Burden of Tobacco, 31% of women who are pregnant smoke during pregnancy. (More then twice the state average) Cessation services, availability, and funding are great concerns for the Coalition. Smoking is identified as one of the top 3 health priorities in Juneau County 2002 Needs Assessment State Cancer Profiles listed Juneau County as a number one priority area PRIORITY AREA #3: Clean Indoor Air in Public Places Juneau County Long Term Outcome By 12/31/08, the residents, businesses, and community leaders of Juneau County will be educated on the dangers of second-hand smoke and inspired to pursue standards that promote healthy environments. Related Healthiest Wisconsin 2010 Goal(s) By 2010, decrease the proportion of non-smokers exposed to secondhand smoke Year One Objective(s): By 12/31/2007, the JCTFC will identify and build partnerships with 2 new worksites/schools that wish to establish and/or improve upon existing smoking policies and/or provide cessation services. The JCTFC will continue its efforts to increase education to municipalities who wish to improve their environments by establishing tobacco free ordinances. Strategies/Activities: Review baseline of Juneau County worksites and identify business interested in either developing a smoking policy and/or improving upon an existing one. Provide cessation services to all interested worksites. Develop relationships with appropriate identified worksites Recruit/Develop a list of community members specifically to meet with legislatures to share coalition success and educate on benefits of smoke free environments. Review school districts No Smoking Polices, evaluate effectiveness and provide educational opportunities. Develop and implement appropriate presentations, workshops, etc. Assist with researching and developing no-smoking policies for employers Educate all worksites about the benefits of including cessation services to coincide with newly established no-smoking policies Develop relationships with appropriate employees at identified worksites Develop and implement appropriate presentations, workshops, etc. Assist with researching and developing no-smoking policies for employers Year Two Objective(s): By 12/31/2008, the JCTFC will identify and build partnerships with 2 new worksites/schools that wish to establish and/or improve upon existing smoking policies and/or provide cessation services.
